Whelan is hopeful the Nigeria ace, 21, may still agree to further his education under boss Roberto Martinez by penning a new deal.
He said: “They’ve made three bids and we’ve not accepted any.
“We’re still hoping that he signs an extended deal.
“They’ve all come in the last three weeks but they’ve not offered enough.

Giggs wants Team GB after 2012
Giggs: Waits to check-in at the Athletes' Village
Skipper Ryan Giggs hopes the London Olympic Games will not signal the end for Team GB's football team.
Stuart Pearce's squad entered the Athletes Village at the Olympic Park on Monday for the first time following a warm-weather training camp in Spain.
There was much controversy around the make-up of the group, with objections from the other Home Nations, who were concerned over how selection of their players could impact on future independent international status within FIFA.
In the end, only five Welshmen were included in Pearce's final 18-man squad, as Arsenal midfielder Aaron Ramsey, Liverpool winger Craig Bellamy, Swansea duo Neil Taylor and Joe Allen joined Giggs, who captains the side.
The London Olympics will be the first time that Team GB have competed in the men's football competition since 1960.
However, 38-year-old Manchester United midfielder Giggs sees no reason why 2012 should be on the last Games at which Team GB goes for football glory.
"I hope it is not a one off, based on what I have experienced and how much I have enjoyed it this week," said Giggs.
"I hope in future Olympics there will be more Great Britain teams.
"Both Craig and I are Welsh and proud of it, but for me it was a chance I could not turn down, of playing in the biggest sporting event in the world.
"I am glad I have done because so far everything has gone great and hopefully that will continue."
Giggs added: "I have had nothing but positive feedback from the people I know, wanting me to do well.
"The different FAs may have opposed it, but people who I have met face to face have been nothing but positive.
"I am not a politician, but from what I have experienced, I just hope fellow British footballers can experience what I have."
Liverpool forward Bellamy - one of Pearce's three overage picks, which did not include former England captain David Beckham - echoed Giggs' sentiments that the Team GB experience should be "embraced".
The 33-year-old said: "It has been immense.
"The week away could not have gone any better, all the boys have really got on.
"I never thought this was going to happen, for me to be involved in anything like this.
"I am just want to embrace this and enjoy every moment. This is something I am going to cherish for the rest of my life."
Pearce worked with many of GB squad during their time in the England Under-21 set-up.
The former Manchester City boss believes everything is coming together ahead of next week's friendly with gold medal favourites Brazil in Middlesbrough, with the tournament kicking off against Senegal at Old Trafford, Manchester on July 26.
"As a group we have gelled fantastically well, I am really pleased with the way they have come together, which has been quicker than I thought," said Pearce.
"The venue in Spain was ideal and we are delighted with the week we had.
"I set teams up to try to win the tournament with the best players I have available.
"A partial success as well would be all of these players going back to their clubs saying what a fantastic experience they had."
Chelsea forward Daniel Sturridge has now joined up with the GB squad after a spell in hospital with viral meningitis.
The 22-year-old will be assessed as the squad head north to prepare for the Brazil game.
"There was certainly doubts because of the illness he had," said Pearce.
"Our fitness and conditioning people are having a look at him, to see how he will come through training.
"Chelsea's medical people are more than happy, but I have got to be 100% sure in my mind that Daniel is fit enough and can see out a tournament."

I am not a racist: John Terry's statement to FA played at racism trial
Racism is "not in my character", Chelsea captain John Terry told an
FA investigator as he denies allegations that he racially abused opposition
player Anton Ferdinand.

The Chelsea and England defender had denied making the comments to the Queens Park Rangers player during a match at Loftus Road last October.
The 31-year-old told Westminster Magistrates' Court he was merely repeating what he thought Mr Ferdinand had said to him as they traded insults.
The FA has said its inquiry into the incident will resume next week.
Mr Terry had described himself as "angry and upset" over the claims.
It was alleged he had insulted Mr Ferdinand in a Premier League match, describing him as "black" and using extreme sexual swear words.
Chief Magistrate Howard Riddle said he had heard a great deal of evidence to show Mr Terry was not racist.
In his written judgement, he said that after weighing the evidence it was "highly unlikely" that Mr Ferdinand accused Mr Terry of racially abusing him however he said it was possible that Mr Terry believed at the time that an accusation had been made.
Mr Riddle went on: "The prosecution evidence as to what was said by Mr Ferdinand at this point is not strong.
"It is therefore possible that what he [Mr Terry] said was not intended as an insult, but rather as a challenge to what he believed had been said to him.
"In those circumstances, there being a doubt, the only verdict the court can record is one of not guilty."
Mr Terry did not deny using the word "black" and swearing at Mr Ferdinand.
His defence was that he had thought Mr Ferdinand was accusing him of using the words, and was simply repeating them when he was caught on camera.
He was backed in court by Chelsea team mate Ashley Cole.
Mr Terry, who was widely seen as one of England's best players in this summer's European Championship, jerked his head downwards as the verdict was given.
There were cheers in court from his supporters.
He did not comment to the waiting media as he left court but his lawyer, Dan Morrison, said outside: "The court has today acquitted John Terry of all charges.
"He did not racially abuse Anton Ferdinand, and the court has accepted this."
Following the verdict, an FA spokesman said: "The FA notes the decision in the John Terry case and will now seek to conclude its own inquiries."
Bruce Buck, chairman of Chelsea Football Club, said: "Chelsea Football Club notes and, of course, we respect the decision of the magistrate today.
"We are pleased John can now put his mind to football, go back to training and do what he has been doing for many years."
Anton Ferdinand is on the way to Hong Kong with his QPR team mates for a pre-season tour.
Leaving court, his father Julian Ferdinand told waiting reporters: "I have nothing to say to you at all."
Elaborating on his judgement, Mr Riddle said Mr Ferdinand was brave to give evidence, calling him a "believable witness".
He explained that it was not for him to decide whether Mr Terry was a racist, and that his only role was to ascertain whether the offence was carried out.
Mr Riddle said that any discrepancies in his account were "understandable and natural".
He also said it was understandable that Mr Terry was so keen to argue he does not hold racist beliefs, adding: "His reputation is at stake."
Alison Saunders, Chief Crown Prosecutor for London, defended the decision to bring the case to trial.
She said: "The very serious allegation at the heart of this case was one of racial abuse.
"It was our view that this was not banter on the football pitch and that the allegation should be judged by a court."
Ms Saunders pointed out that the magistrate agreed Mr Terry had a case to answer when his defence moved to have the prosecution thrown out earlier in the week.
Of the subsequent acquittal, she added: "That is justice being done and we respect the chief magistrate's decision."
The case led to Mr Terry being stripped of the England captaincy by the FA.
England manager Fabio Capello then resigned in protest.

"The truth of the matter is you are not a racist ... you used racial language that day because you snapped and it was instinctive," prosecutor Duncan Penny suggested to Terry. "You were fed up with people abusing you over the issue with your wife."
Terry, however, responded: "It was almost two years on and I had heard it a million times before."
"If I was going to snap, I would have snapped long before," he said.
The alleged affair led to Terry being stripped of the England captaincy by coach Fabio Capello ahead of the 2010 World Cup. Capello then restored Terry as captain but quit in February when the Football Association took away the armband from the defender against the Italian coach's wishes.
In Westminster Magistrates' Court, Terry hardly resembled the commanding figure seen just two weeks ago on the field at the European Championship, where his orders boomed from the heart of England's defense.
Terry's voice was reduced to almost a whisper Tuesday, standing with his hands clasped in front of him while being quizzed by Penny as video footage of the alleged incident was replayed on screens in the court room.

Mario Barwuah Balotelli (Italian pronunciation: [ˈmaˑɾjo baloˈtɛlːi]; born Mario Barwuah; 12 August 1990) is an Italian footballer who plays as a striker for Manchester City and the Italy national team.[4][5] He started his professional football career at Lumezzane and played for the first team twice before having an unsuccessful trial at FC Barcelona,[6] and subsequently joining Internazionale in 2007. Inter manager Roberto Mancini brought Balotelli into the first team, but when Mancini left, Balotelli's disciplinary record fell away. He had a strained relationship with new head coach José Mourinho and was suspended from Inter's first team in January 2009 after a number of disciplinary problems. His problems deepened in March 2010 when he came under heavy criticism by Inter fans after he appeared on the Italian TV show Striscia la notizia, wearing an A.C. Milan jersey. This damaged the prospect of him having a long career at Inter, but he did make several appearances after that.
